Liu Youbin, spokesman of the Ministry of ecological environment, said on the 23rd that based on its own responsibilities, the Ministry of ecological environment has actively strengthened the control of plastic pollution, actively participated in and contributed to strengthening the control of transboundary movement of plastic waste under the existing mechanism of the Basel Convention, promoted the conference of the parties to adopt the amendment to the Basel Convention on plastic waste, and improved the level of environmentally sound management of plastic waste.

The Ministry of ecological environment held a regular press conference in February on the 23rd, at which a reporter asked: the United Nations Environment Conference will be held from the end of February to the beginning of March, and will discuss the formulation of the first global treaty to deal with plastic pollution. [UN conference focuses on global plastic pollution treaty] will China support this treaty? What work has the Ministry of ecological environment done to control plastic pollution? What results have been achieved? What are the next steps?

In this regard, Liu Youbin said that the prevention and control of plastic pollution is a common environmental challenge facing the international community, and it is urgent to take joint action. The Chinese government has always attached great importance to plastic pollution control. As early as 2007, it introduced policies and measures to restrict the production and sale of plastic shopping bags. It is one of the countries that carried out plastic pollution control earlier in the world.

The prevention and control of plastic pollution involves many links and departments. Based on its own responsibilities, the Ministry of ecological environment actively strengthens the treatment of plastic pollution.

First, cooperate with the National People's Congress to complete the revision of the law on the prevention and control of environmental pollution by solid waste, stipulate the prevention and control of pollution from agricultural films, packaging materials and disposable plastic products, clarify the legal responsibility for relevant illegal acts, and greatly improve the legal binding force and deterrent force.

Second, the opinions on further strengthening plastic pollution control and the action plan for plastic pollution control during the 14th five year plan were issued jointly with relevant departments to make overall arrangements for strengthening plastic pollution control and improve the whole chain management system of plastic pollution. For two consecutive years, it has jointly organized and carried out special actions for plastic pollution control with relevant ministries and commissions to check the progress of work in various regions and effectively promote all regions to complete various tasks on schedule.

Third, vigorously promote the pilot construction of "waste free city", take the proportion of green packaging used by express delivery and the recovery rate of plastic film as pilot indicators, and guide Chongqing, Shenzhen, Sanya, Shaoxing, etc. to explore replicable and popularized plastic pollution control models at the urban level.

"At the same time, we have also actively participated in and contributed to strengthening the control of transboundary movements of plastic waste under the existing mechanisms of the Basel Convention, promoting the adoption of the amendment to the Basel Convention on plastic waste by the conference of the parties, and improving the level of environmentally sound management of plastic waste." Liu Youbin said.

Liu Youbin also said that the next step will be to implement the legal requirements of plastic pollution control, promote the implementation of the opinions on further strengthening plastic pollution control and the action plan for plastic pollution control during the 14th five year plan, and deal with plastic pollution accurately, scientifically and in accordance with the law. At the same time, we should further strengthen cooperation with the international community and actively contribute Chinese experience and wisdom to the international community.
