    On March 1, with the approval of the State Council, Huang Runqiu, Minister of the Ministry of ecological environment, led a Chinese government delegation composed of relevant departments such as the Ministry of ecological environment, the Ministry of foreign affairs, the Ministry of industry and information technology, the forestry and grassland administration, and the permanent representative Office of China to the United Nations Environment Programme to participate in the second phase of the fifth United Nations Environment Conference, and made a video speech at the multilateral environmental agreement leaders' dialogue.

    Huang Runqiu said that multilateral environmental treaties are an important part of the global environmental governance system and the main framework for coping with the three major global environmental crises of climate change, biodiversity loss and environmental pollution. China firmly upholds multilateralism and the international system with the United Nations as the core, fully supports the work of the Convention Secretariat, and completes various implementation goals and tasks on schedule. It is an important participant and contributor in promoting the process of international environmental treaties.

    Huang Runqiu pointed out that in 2021, China successfully held the first phase of the 15th Conference of the parties to the Convention on biological diversity (COP15), adopted the Kunming declaration, and announced that it was the first to invest 1.5 billion yuan to establish the Kunming biodiversity fund and other host country initiatives, reflecting its responsibility for the implementation of multilateral environmental treaties. In 2022, China will continue to play a good role as the presidency, widely gather consensus from all parties, steadily promote the second phase of COP15, promote the achievement of a pragmatic and ambitious "post-2020 global biodiversity framework", and contribute to curbing and reversing the loss of biodiversity.

    We should pay attention to the concerns of developing countries and strengthen their capacity-building for compliance; We should strengthen the mainstreaming of environmental conventions and ensure their effective implementation at the national level; We should strengthen the coordination of objectives, tasks and paths among environmental conventions, form a good coordination and cooperation mechanism for international implementation, and jointly promote the convention process. Developed countries should honor their investment commitments under the Convention mechanisms, increase resource investment, support developing countries in implementing the Convention in an all-round way, translate political commitments into effective action measures, and make new contributions to achieving the 2030 goals and global sustainable development.

    The United Nations Environment assembly is the highest level environmental decision-making mechanism in the world. The theme of this conference is "strengthening action to protect nature and achieving the goal of sustainable development". The first phase of the conference was held in February 2021, and the second phase of the conference was held from February 28 to March 2, 2022. More than 3000 representatives from 160 United Nations Member States and major stakeholder groups, other United Nations agencies, intergovernmental organizations and the Secretariat of international conventions attended the second phase of the meeting. The meeting was held online and offline.
