Hello, friends from the press! It gives me great pleasure to communicate with you about the work of banning plastics in all cities and counties of our province in 2021. Thank you very much for your long-term attention and support to the plastic ban in Hainan.
For more than a year, under the guidance of provincial leaders, the plastic ban has faced up to problems, studied countermeasures, overcome difficulties, continued to work in many key areas, and achieved certain results. At the same time, in order to ensure the implementation of various policies on plastic prohibition in our province and promote the formation of a clear division of labor and a joint management work pattern in cities and counties, as early as October 2020, our province issued the work plan for the evalsuation and assessment of the implementation of the prohibition of the production, sale and use of disposable non degradable plastic products in Hainan Province (Trial), which requires the evalsuation of the plastic prohibition work in all cities and counties, from the aspects of organization and management, promotion of special work, implementation results Set corresponding indicators in the four aspects of publicity and education, refine the work requirements in the organizational management aspects of system deployment, decomposition and implementation of responsibilities, establishment of working mechanism, investigation and punishment of illegal acts, and put forward requirements for the compliance rate of plastic ban in communities, enterprises and institutions, shopping malls, supermarkets, farmers' markets and other places, the market share of all biodegradable substitutes, and people's satisfaction. Publicity and education are also included in the evalsuation index system, and requirements such as media publicity, plastic ban publicity into the campus and community, and organizing and carrying out various forms of publicity activities are put forward. The plan clarifies the application of the assessment results, and the subsequent provincial plastic ban office will also implement them one by one as required. Today, I will mainly introduce the overall situation of the evalsuation, and also invite Haikou and Baoting, two cities and counties that have performed well in the evalsuation process, to share their experience.
Since 2021, the provincial plastic ban office has organized third-party institutions to carry out evalsuation on 19 cities and counties by means of data access, on-site visits, questionnaires, etc. a total of 295 places in 9 categories were randomly selected from the on-site visits and investigations, involving party and government organs, large shopping malls and supermarkets, farmers' markets, communities, hospitals, scenic spots, primary and secondary schools, colleges and universities, etc. the overall evalsuation results are that most cities and counties are qualified, and a few cities and counties are excellent and unqualified, Only 1/4 of the cities and counties are evalsuated as excellent.
In general, the main achievements of the plastic ban in cities and counties are reflected in the following aspects:
First, the working mechanism of banning plastics in cities and counties was initially established. All cities and counties have set up leading groups for the prohibition of plastics and made clear the contact person for the prohibition of plastics. The work of banning plastics in 7 cities and counties was deployed in place and measures were appropriate. All cities and counties formulated the implementation plan of banning plastics, and the work was decomposed and implemented to grass-roots organizations.
Second, the special work was carried out in an orderly manner. All relevant cities and counties have eliminated and shut down the production enterprises or production lines of plastic products; A joint law enforcement mechanism has been established, and the files of administrative law enforcement cases are complete, with a settlement rate of 94%; Among the 18 cities and counties with agricultural film recycling tasks, 17 cities and counties have agricultural film recycling rates of more than 80%.
Third, the effect of banning plastics in key industries and places is obvious. The prohibition of plastics in communities in 13 cities and counties and organs and institutions in 15 cities and counties has been carried out well. The average share of biodegradable plastic substitutes in key industrial sites in the province is 72.85%, of which 12 cities and counties have an average share of more than 70%; Four cities and counties account for more than 60%.
Fourth, extensive publicity and mobilization have been carried out. The awareness rate of the plastic ban policy in all cities and counties basically exceeded 90%. A relatively wide range of plastic ban publicity activities were carried out, a plastic ban complaint platform was built, and public complaints and reports were accepted, and the completion rate was 100%.
But at the same time, we also see some problems in the plastic ban in cities and counties:
First, the work of relevant departments has not formed a joint force. It is mainly reflected in the fact that the supervision of plastic ban only depends on the market supervision department or the comprehensive administrative law enforcement department, and the supervision and law enforcement of plastic ban in commercial places are not in place.
Second, some cities and counties condone the diversion of non degradable plastic bags. It is common to use non degradable plastic roll bags and flat mouth fresh-keeping bags as shopping bags.
Third, the plastic ban inspection work in shopping malls, supermarkets and farmers' markets is not in place, and the relevant inspection and correction records are incomplete.
Fourth, publicity and education are not in-depth. The publicity and education activities of plastic ban are mere formality and fail to play a good role in publicity and mobilization.
In order to better guide all cities and counties to carry out the plastic ban work, the provincial leading group for the plastic ban work has issued a series of plans and measures, including joint law enforcement, comprehensive rectification of the plastic ban in the farmers' market, plastic ban on e-commerce platforms, plastic ban in the postal express industry, plastic ban publicity campaign, plastic ban publicity into the campus, etc., which have made arrangements for the plastic ban work in cities and counties. Combined with the evalsuation of plastic ban in cities and counties last year, from the perspective of promoting the improvement of cities and counties, the provincial plastic ban office puts forward the following work suggestions:
First, give full play to the overall planning and coordination role of the leading group for the prohibition of plastics in cities and counties. Regularly supervise and dispatch the plastic ban work in various industries and fields.
The second is to further standardize the law enforcement of plastic ban. Strengthen law enforcement inspection, improve the identification ability of disposable plastic products of law enforcement teams, and strengthen the supervision atmosphere of plastic ban.
Third, we should focus on the prohibition of plastics in the farmers' market. The relevant responsible departments shall establish a joint working mechanism for banning plastics in the farmers' market, implement the relevant policies for banning plastics in the farmers' market, strictly supervise and manage the farmers' market, and compact the main responsibility of the farmers' market operators.
Fourth, strengthen the social publicity of plastic ban. We will systematically carry out activities to publicize the ban on plastics, such as entering campuses, communities, farmers' markets, and business districts, and actively organize the selection of model models of the ban on plastics.
Fifth, strengthen the implementation of grassroots community plastic ban supervision responsibility. Mobilize street and community grid members to participate in the inspection and publicity of plastic ban in community shops, and give full play to the protective role of community grass-roots departments in the work of plastic ban.
Sixth, take measures to promote the promotion of plastic substitutes. Do a good job in the connection between the production and sales enterprises of substitutes and the supply and demand of shopping malls and supermarkets, so as to facilitate citizens to buy plastic substitutes such as bamboo, wood, paper, full biodegradation, etc.

Plastic ban is one of the landmark projects for Hainan to build a national ecological civilization pilot zone. Under the strong leadership of the provincial Party committee and the provincial government, Haikou City attaches great importance to the plastic ban and takes many measures to effectively promote the plastic ban.
First, strengthen organizational leadership and promote the plastic ban as a whole.
In order to crack down on illegal behaviors in the field of plastic prohibition, solve the problems of one-time non degradable plastic products rebounding and many blind spots in supervision, the municipal Party committee and municipal government have held meetings for many times to study and deploy the work of plastic prohibition. In 2021, they successively issued the action plan for joint law enforcement of plastic prohibition, the plan for rectification of emerging problems in plastic prohibition and the implementation plan of plastic prohibition publicity action, etc., and made detailed arrangements for key areas and key links of plastic prohibition.
Second, strengthen public opinion publicity and create an atmosphere of plastic ban.
Hold various forms of plastic ban publicity activities and actively advocate a green and low-carbon lifestyle. In enterprises, campuses and communities, more than 8000 volunteers were organized, and more than 160 activities such as plastic Carnival interactive publicity and volunteer services were carried out. More than 30000 environmental protection promotional gifts such as 182000 plastic ban brochures, 51000 promotional leaflets, environmental protection shopping bags, folding fans and umbrellas were distributed in public places such as major transportation hubs, scenic spots and large business districts in the city. More than 320 plastic ban billboards were set up and 1500 publicity posters were posted. Hainan Daily, Haikou daily, today's headlines, sina.com, nanhai.com and other media have also actively participated in the publicity of the plastic ban, and launched more than 370 relevant news reports. The TV and radio programs of Haikou radio and television station broadcast short films such as "no plastic in Hainan, you can't do without you" every day, and the "tropical broadcasting" column scrolled to broadcast slogans such as "the comprehensive plastic ban is in mind, and the beautiful Haikou is in practice". Third, carry out centralized procurement and promote the comprehensive improvement of the farmers' market.
On the basis of full research, the Municipal Bureau of Commerce has steadily promoted the implementation of the centralized purchase and sale system of biodegradable plastic bags by taking the "government led organization and promotion, establishing a market owner batch purchase delegation, and negotiating batch bidding between supply and marketing parties". Last October, our city took the lead in popularizing the use of fully biodegradable plastic bags in the farmers' markets in the main urban areas of the province. At present, 40 farmers' markets in the main urban area of the city have purchased all biodegradable plastic bags through batch purchase, with a cumulative purchase volume of more than 20million. The municipal market supervision bureau signed a letter of commitment to ban plastic with 40 farmers' markets in the main urban area, requiring them to fulfill their management responsibilities to stop the use of disposable non degradable plastic products.
Fourth, promote production research and development and improve the production capacity of substitutes.
Increase financial support, promote the research and development of substitutes, and encourage enterprises and scientific research institutions of banned plastic substitutes to carry out research on scientific and technological innovation projects of non degradable plastic substitutes. Our city has also continued to strengthen industrial investment attraction and improve the production capacity of substitutes. There are 14 full biodegradable plastic products manufacturing enterprises in our city, of which 11 have been put into operation and 3 are under construction. At present, the cumulative annual production capacity reaches 60100 tons, and the annual production capacity of 14 enterprises can reach 112300 tons after all of them are put into operation. At present, Yunlong Industrial Park in Haikou national high tech Zone has been listed as a development zone for the new material industry of prohibited plastic substitutes such as fully biodegradable plastics, focusing on undertaking the landing of enterprises of prohibited plastic substitutes.
Fifth, strengthen source control and crack down on illegal acts.
Our city has strengthened the source control over the production, sales, transportation and storage of plastic products. The Municipal Bureau of science, industry and information technology has led the comprehensive investigation and arrangement of disposable non degradable product manufacturers, and no enterprises that illegally produce plastic products included in the "plastic ban list" have been found. We will strengthen supervision and law enforcement, crack down hard, and investigate and deal with illegal acts such as the sale, transportation, storage and use of disposable non degradable plastic products in accordance with the law. In 2021, a total of 19100 law enforcement personnel were dispatched to inspect 23500 business entities, 746 cases were filed, 650 cases were closed, 10.03 million disposable non degradable plastic bags and 5.59 million disposable non degradable plastic tableware were seized, a fine of RMB 2.046 million was imposed, and 16 cases were publicly exposed by actively contacting the media, forming a situation of high-pressure crackdown.
Sixth, carry out special rectification to strictly prevent input outside the island.
The city actively carried out the special rectification of prohibiting the transportation of disposable non degradable plastic products into the island outside the province. The transportation, market supervision and other departments carried out eight joint law enforcement actions against the prohibition of plastic products at the port terminals, and conducted key inspections on the freight vehicles entering the island by asking the drivers, checking the goods list and transportation contract, and unpacking inspection. A total of 6 illegal transportation of disposable non degradable plastic products were found, Six million disposable non degradable plastic products were seized and six cases were filed. We carried out 9 joint law enforcement actions against freight enterprises, inspected 50 enterprises such as Hainan Chengze Trade Co., Ltd. on site, publicized the plastic Ban Regulations and relevant policies to enterprises, and unpacked suspected plastic products to understand whether there were violations, and urged enterprises to implement the relevant requirements of plastic ban and improve the standing book records.
Seventh, continuous supervision and inspection to ensure work effectiveness.
In 2021, the plastic ban Office of our city took the lead in organizing 10 departments including the market supervision bureau, the Bureau of Commerce and the comprehensive administrative law enforcement bureau to carry out four rounds of plastic ban supervision, conduct on-site inspections on 178 units such as Haikou People's Hospital, Jinlu farmers' market and Wuxian community, timely notify the problems found in the supervision, such as less plastic ban publicity, inadequate daily inspections and incomplete accounts, closely track and urge the implementation of rectification, and urge all units to draw inferences from one instance, Further self-examination and improvement, actively promote the construction of plastic ban in key industrial places to meet the standards, and solidly promote the implementation of plastic ban in our city.
